COOP POWER IN ACTION: BUSECO Member-Conssumer-Owners turn out in record numbers to drive brighter energy future

A Resounding Success: Unity, Progress, and Governance at the 42nd AGMA

On July 25, 2026, the spirit of genuine cooperative democracy filled the air as thousands of Member-Consumer Owners (MCOs) gathered across Northern Bukidnon for BUSECO’s 42nd Annual General Membership Assembly (AGMA). The event served as a powerful testament to collective governance under this year’s compelling theme: “Coop Power: Governance Stronger, Service Smarter, Future Brighter.”

Anchored in Article III, Section 1 of the BUSECO By-laws, which sets the assembly every fourth Saturday of July, this year’s hybrid format brilliantly bridged distances. MCOs converged not only at the main BUSECO RQIM Hall but also across 32 clustered barangay venues, ensuring that even remote communities had a direct, meaningful voice in cooperative affairs.

Keynote Messages: Championing the Cooperative Vision

Elevating the significance of the assembly, BUSECO welcomed esteemed national leaders as Guests of Honor: GM Allan L. Laniba, President of the National Association of General Managers of Electric Cooperatives, Inc. (NAGMEC), and Rep. Sergio C. Dagooc, Congressman and Representative of the APEC Partylist.

In their keynote addresses, both leaders passionately expounded on the assembly’s theme. They highlighted that “Governance Stronger” relies on active MCO participation and transparent leadership; “Service Smarter” demands continuous modernization to meet growing energy needs; and a “Future Brighter” can only be achieved when electric cooperatives and legislative champions remain united in safeguarding member welfare and energy security across the region.

Shattering Records: An Overwhelming Member Turnout

The cooperative's call to action was met with extraordinary enthusiasm, resulting in an attendance that far surpassed expectation. Out of a total billed consumer base of 137,189 as of April 2026, leadership initially targeted 7,000 attendees. MCOs blew past that milestone, recording a phenomenal total turnout of 10,350 participants.

This translated to an incredible 7.54% quorum rate, comfortably soaring above the 5.0% threshold mandated by the National Electrification Administration (NEA) and EC Amended By-laws.

Every corner of the franchise area made its presence profoundly felt:

• Malaybalay District took the lead among physical venues with 1,279 attendees distributed across 6 clustered barangays.
• Manolo Fortich District rallied 1,193 participants across 4 clustered locations.
• Lantapan District welcomed 1,074 dedicated members.
• Malitbog District brought together 1,071 attendees.
• Cabanglasan District proudly crossed the thousand mark with 1,018 participants.
• Sumilao District gathered 1,006 members.
• Impasug-ong District registered 885 attendees.
• Libona District saw 838 participants join hands.
• Talakag District mobilized 655 members.
• Baungon District recorded 559 participants.
• Digital & Central Hub Reach: An additional 1,368 participants connected dynamically, encompassing 390 individuals at the Main RQIM Hall, 854 online streaming viewers, and 124 text-registered members.

Oathtaking of Incoming Directors

A vital highlight of the assembly was the official swearing-in ceremony for the newly elected and re-elected members of the BUSECO Board of Directors. The solemn oath of office was administered by Hon. Bernie C. Castillanes, Municipal Mayor of Cabanglasan.

The incoming leaders officially stepping into their duties to represent their respective districts are:

• District of Libona: Director Bryan Edward Abas (Re-elected)
• District of Cabanglasan: Director Pedro Longakit, Jr.
• District of Baungon: Director Wilmar Lou Dacer

The induction of these leaders reinforces BUSECO’s commitment to accountable governance, community-first leadership, and sound oversight as the cooperative enters its next operational chapter.

Milestone Resolutions: Shaping BUSECO’s Tomorrow

Beyond the camaraderie, the core of the AGMA centered on visionary business sessions where members voted on critical resolutions designed to fortify cooperative governance and expand representation:

• Resolution No. 26-01 (Financial Transparency): Formally adopted BUSECO's 2025 Annual Report and Audited Financial Statement, with an overwhelming 7,473 votes in favor out of 8,322 total votes cast.
• Resolution No. 26-02 (Malaybalay Redistricting): Ratified the division of the expanding Malaybalay District into District 1 and District 2 to ensure hyper-local representation, backed by 7,698 affirmative votes.
• Resolution No. 26-03 & 26-04 (Welcoming Talakag): Formally incorporated and adopted the Municipality of Talakag as District X under BUSECO’s Amended By-laws, cementing 7,749 favorable votes and comprehensive bylaw updates.
• Resolution No. 26-05 (Amended Articles of Incorporation): Confirmed and ratified updates to BUSECO’s foundational Articles of Incorporation with 7,637 affirmative votes.

Floor Matters: Legislative Gratitude and Strategic Futures

The assembly also opened its floor at the Central Hub for vital discussions driven directly by the membership. MCOs championed a proposed resolution expressing profound gratitude to Representatives Dagooc, De Jesus, Flores, and Alba for steering the House Bill securing BUSECO’s vital franchise renewal. Additionally, members proposed tasking the Board of Directors and Management to conduct a comprehensive study regarding the potential future conversion of BUSECO from a non-stock, non-profit entity into a stock, profit Electric Cooperative.

True to tradition, the assembly wrapped up with an atmosphere of pure excitement as major raffle prizes were awarded to lucky participating MCOs:
